A Scouter (?) is an advanced invention created by the Tsufruians to detect one's battle power.

The Tsufruians invented the Scouters. Sometime later, the Saiyans took over Planet Plant, killing all of the Tsufruians, and used their technology. After the Saiyans and Cold's army started working together, Cold's army provided his army and the Saiyans with the Scouters.
